The retainer contract for environmental and permitting services included the collection of biological data on three parameters—soils, vegetation, and hydrology—for various transportation projects involving coordination with the U.S. Army Corps of Engineers (USACE), Vicksburg, Galveston, Fort Worth, and New Orleans Districts. Projects included: wetlands delineations, ecological surveys, and regulatory compliance. The regulatory compliance portion of the project included USACE Section 10/404 and Nationwide permitting; Louisiana Department of Natural Resources (LDNR) Coastal Use Permitting; Louisiana Department of Wildlife and Fisheries (LDWF) Scenic Rivers Permitting; U.S. Coast Guard Bridge Permits obtained through offices in New Orleans, Louisiana and St. Louis, Missouri; levee permits from various levee boards; and parish permits. The retainer also required the submittal of jurisdictional wetland determination requests and Louisiana Department of Environmental Quality (LDEQ) Water Quality Certifications as needed.
