Architectural and engineering services for HMGP and CDBG disaster recovery building improvements as a result of Hurricanes Gustav and/or Ike, involving retrofitting and hardening multiple critical facilities from the pressure and impacts associated with high winds. Services provided will ensure the entire envelope of each facility is protected, with windows protected by reinforced shutters and/or screens, and doors protected with impact-resistant material. In cooperation with the Parish’s Office of Homeland Security and Emergency Preparedness (OHSEP), assistance was provided for application preparation and, upon funding approval, work entailed preliminary engineering, surveying (if necessary) and permitting, as well as design and architectural (if needed) services, preparation of plans and specifications, bidding assistance, construction oversight and inspections of projects in compliance with HMGP and CDBG requirements. All products designed and installed to withstand positive and negative pressures, along with debris impacts associated with wind speeds of 100+ mph. Roofing of each facility is not included due to each being flat, made of concrete, and already built to code. Task 1: Application Phase CDBG application package assistance, providing detailed cost estimate, project description and project maps as needed by the Parish and CDBG administrative consultant. The application was submitted to the Louisiana Office of Community Development, Disaster Recovery Unit, and subsequently received funding approval. Prior to Task 1, in 2012, HMGP funding was already in place. Task 2: Design, Bidding, and Construction/Inspection Phase Preliminary and final design, cost estimates, bidding, construction administration, recording of drawings and reproduction of plans as specified for wind retrofitting of 26 critical facilities across the Parish, including fire stations, police stations, schools, town halls, municipal buildings, non-profit hospital, 911 Center and Emergency Operations Center.
