Disaster Recovery Featured Project
Project Name: Hurricane Ike Housing Recovery, Round 2: Texas General Land Office, Galveston County
Providence managed the rehabilitation and reconstruction of over 750 single-family residential units and two multi-family developments for low to moderate income families and U.S. veterans in Galveston County, TX. Under the direction of Horne, LLP and Galveston County managers, project work included: evaluating existing structures to determine the estimated cost of repairs; performing site surveys; managing the bidding and contractor selection process, formulating standardized unit pricing, builder metric methodology, Section 3 compliance; monitoring contractor progress and construction sites, including draw inspections; and training inspectors, contractors, and data managers. Support was also provided to ensure that U.S. Department of Housing and Urban Development (HUD) regulations relative to CDBG-funded projects were followed. These regulations included Section 3 compliance to facilitate the hiring of low income workers from the project area, Section 504 compliance to encourage hiring of disabled workers, and Davis-Bacon compliance to ensure fair labor standards were being practiced.
